County Council - Choice Based Lettings (CBL) - Quick User Guide 

Step 1

Log into cbl.clarecoco.ie

Step 2

Enter the username and password as issued to you in your letter

Step 3

The system will prompt you to change your password to one of your choice that you will remember for all future log-ins

Step 4

Once logged in your personal details will appear on screen. Should any of these details be incorrect you will be prompted on how to amend these.

Step 5

You will also be prompted to add a mobile number & add 2 security questions.  This is to assist with any future problems with forgetting your password

Step 6

Once you have logged in and confirmed your details are correct you can proceed to the “home” page which will show the list of vacant houses that are currently advertised in your selected Areas of Choice

Step 7

You can now proceed to view the information on these properties and should you wish to express an interest in being considered for a  property  you can “Add to your Basket”

 Step 8

Once  you have any properties in your basket you MUST click on the shopping trolley icon and " Proceed to Checkout" which will mean your expression of interest will be recorded for the property. If you do not complete this step your expression of interest WILL NOT be recorded and you will not be considered for the property.

  • Any vacant houses will be put up on the CBL Website every Wednesday morning and you will have until the following Tuesday night at midnight to express your interest
  • A full user manual is available to view/download on the website.

  Frequently Asked Questions (FAQ)

  • 1) Access to Properties
     

    Please note applicants are not to access sites or properties. Many properties are under final stages of construction, or refurbishment and not accessible or safe for viewing

     
  • 2) 1. What is Choice Based Letting (CBL)?
     

    CBL is a system that allows housing applicants to express their interest in available properties in their preferred area(s).

     
  • 3) 2. Am I eligible for CBL?
     

    To be eligible for CBL, you must be on the Clare County Council Social Housing Support List.

     
  • 4) 3. What properties will be available using CBL?
     

    CBL will give you the chance to express an interest in a range of residential properties within your area(s) of preference that are suitable for the size of your household. The list of available properties will be displayed from Wednesday to Tuesday every week. 

    When you login to the system you will only see properties that match your areas of preference and bed need.

    Specially adapted properties and those designated for senior citizens will not be advertised on CBL.

     
  • 5) 4. Will the properties advertised be to the normal standards for letting?
     

    Yes. 

    The properties may be advertised before works required to bring it up to normal standards for letting are completed but all properties will be to normal standards before the formal hand over of keys.

     
  • 6) 5. If I am interested in a CBL property, what do I do?
     

    Use the username and password we send you to check the CBL website at least once a week to see if you are interested in any of the properties listed.

    If you see a property you are interested in, you should ‘express your interest’. (We will provide a guide to help you use the system)

    If you do not ‘express your interest’, we cannot consider you for that property.

    If your application is successful, we will contact you.

     
  • 7) 6. What happens if other people are interested in the same property as me?
     

    Where more than one person expresses an interest in a property, the property will be allocated to the person highest on our Housing list who has expressed an interest.

    All offers of accommodation resulting from CBL will be subject to our normal Allocations processes including a review of the applicant’s continued eligibility for social housing and Garda & Estate Management clearance.

     
  • 8) 7. How many houses can I submit a bid for?
     

    You can place one expression of interest in each property displayed to you on the system. 

     
  • 9) 8. What if I miss the deadline for expressing interest in a property?
     

    You will not be considered for the allocation of that dwelling if you have not expressed an interest in it.

     
  • 10) 9. I don’t have access to the internet – what should I do?
     

    You are welcome to come into the Council offices. Our staff will be happy to help you. You can also use the internet for free in your local library.

     
  • 11) 10. If I get a property through this system will I be taken off the housing list?
     

    Yes, you will be removed from the housing list as you be adequately housed.

     
  • 12) 11. What will happen my time on the housing list with CBL? Will I still have the same time?
     

    Your time on the housing list will continue to accumulate as normal.  However if you do not express an interest in properties advertised online, you will not be considered for them. 

     
  • 13) 12. Why is CBL being introduced?
     

    CBL is being introduced as part of the Social Housing Strategy 2020. It will give housing applicants the chance to express their interest in available properties to the Council.  The process is designed to be as fair as possible as it gives all housing applicants an equal opportunity to view available properties that meet their needs.

     
  • 14) 13. What happens if I refuse a property through CBL?
     

    A refusal of an offer under Choice Based Lettings (CBL) will result in the applicant not being entitled to make a further application(bid) under CBL for a period of twelve months

     
  • 15) 14. If I express an interest in a house that was taken down from the website a few months ago, and is now back online, will my previous expression of interest be taken into account?
     

    When a house has been put upagain previous people who applied will have to express their interest again.Your previous expression of interest will not count, you must express a newinterest.

     
  • 16) 15. What is the difference between CBL and the current housing list?
     

    Anyone on the housing list can express an interest in the CBL properties advertised but if an expression of interest is not made you cannot be considered for the CBL property.

     
  • 17) 16. Can I express an interest in a property if I am receiving social housing support such as HAP/RAS/Long Term Leasing?
     

    HAP-Yes. 

    RAS/Long term leasing- No.
